Integrity Pacts in South Korea - Country Overview
Mission
Ensure transparency and integrity in public procurement processes across various sectors in South Korea
Activities
South Korea has implemented an Integrity Pact in public procurement in the city of Seoul starting in 2000. The use of Integrity Pacts expanded to other municipalities and a version of an Integrity Pact was developed to apply to the contracts of the Ministry of Defense starting in 2002.
As the use of the IPs expanded, the form of the Integrity Pacts also changed – with some Integrity Pacts not resulting in the oversight of external monitors. According to the 2015 Learning Review, the South Korean Contract Act of 2012 was amended to include provisions for the Integrity Pact.
